WebXRay mode is on, so, Bones should shine through the model when the armature is selected. All those head bones only show up in Edit mode. Is it a MMD model or an XNA (XPS) model? The reason I ask this is that it looks like a MMD model from the stuff in the outliner, but most MMD models don't have that many facial bones. That's more a XNA trait.
